One thing that always bothered me about The Hunger Games is the way everyone seems to think that Snow is the only antagonist, and that he’s the reason all the crap that happens in the districts keeps happening. That’s not true. Sure, he’s a douche for allowing the murder of innocent kids and for letting the districts live in misery, no doubt about that. But if you think about it, he’s nothing but a puppet in the end.
The first Hunger Games took place 73 years before the events of the first book. And before that, we had the rebellion of the districts, which means that they were oppressed before the Games started (or they wouldn’t have rebelled, duh). So, the history of oppression of Panem’s districts goes back to at least 100 years before the events in the books, and Snow wasn’t even alive back then.
All this means that Snow didn’t cause anything we see in the books, except for the (99% probable) manipulation of the 3rd Quarter Quell, because he had to deal with the threat of a new rebellion (and we all know how that worked out). He was just a pawn, he just had to keep things going the way they always went, even though everything he stood for was horrible. I can’t deny that he was an assbutt, but he wasn’t the main problem.
For me, the main “antagonist” is District 13, in a way. They could’ve ended the first rebellion differently, since they were probably the leading force of the districts, but they chose to negotiate with the Capitol. They hid and watched for 74 years as people in the districts were forced to offer they children as sacrifices for the Capitol’s amusement. Granted, they didn’t live a perfect life either, but they had enough food to sustain their own people, they didn’t live in constant fear of having their children kill each other and they overall weren’t slaves of the Capitol.
The leaders of District 13 only started caring again when they saw a chance to grab the power for themselves, they saw how many followers Katniss could gather without even trying and they emerged all of a sudden. They didn’t do it for the good of Panem, though, they did it for their own good. Coin’s only goal was to gain power (Coin in this case, but it’s the same thing as with Snow, so basically every previous leader as well). This was proven by the fact that her very first decision as new leader of Panem was NOT to start helping the nation she supposedly saved, but to hold another Hunger Games, killing even more innocent children (taken from the Capitol, though, so no big deal, right?).
So, long story short, I believe that the leaders of District 13 were as foul as Snow and the presidents before him, if not even worse. There really are no actual heroes in this story, but there’s not a main villain either. It’s just two equally horrible sides fighting over power and a whole nation enduring the consequences.
